To be honest this seems a bit totalitarian dictating peoples school schedules.
Are you aware that institutions are functionally middle men.
Standing between funding of your education and you.
In fact they even give you the illusion that the government isn’t paying for your education by charging you over the amount the government alloted for you.

While your ideas do seem to generally have a good intent.
These seem like megalithic ideas, that have high cost or area of affect, and uncertain returns.
Legislating something doesn’t make it so. Producing products, providing services, these are tangible things the government can give you we the people.
It’s easier if you could scale your ideas down to a community setting.
So policies could be tested by you yourself, your family, perhaps your neighbourhood,
before the rest of the people choose to accept it.
Lets see some support and real world examples of these ideas working.
Then we as a “venture capitalist government” can throw you some funding.
Hopefully making many people in our areas happy for more votes.
So it is wise to have ideas that make citizens happy personally.
As citizens vote for perceived source of happiness.
Satisfying maslows hierarchy of needs are something we can do.

In Canada the government supplies probably the first and large part of the second.
To get a full 2 we’d need to add property.
Giving each Canadian a piece of land,
perhaps a hectare somewhere.

When I worked downtown some years ago, I made a point of walking to work in the morning and back home. It was a 30 to 45 minute walk each way (different jobs), but I also made a point of routing my path through Stephen Juba park beside the river. It’s beautiful in summer.

Allow for local override. Meaning local policy can change by riding or postal code, along with legal system.
We could broadcast policy wirelessly, or on billboards which was the original bill-broadcast system,
people could pick it up on some periphery device like pda,
which could have a list of their personal policies,
any conflicts the person can be notified of.
Visitors could get federal, provincial or municipal protection, depending on their location.
For instance if they are traveling on roads they are most likely maintained either federally, provinicially or municipally, so would be under their jurisdiction and policies.
Tax Money for Citizens.
Thursday, March 18th, 2010Instead of funding institution monopolies,
giving tax money to citizens.
An amount equal to a living wage, enough for rent, food, education, health, security.
Frees the government from responsibility,
gives power to the citizenry.
More efficient use of resources,
with each person contemplating their avenue.
Can give citizenry the option of maintaining institutions with their money,
or receiving the money personally to support local businesses.
If everyone is given a standard amount,
it’s very easy to distribute.
This will allow Canada to take off the institutional shackles of the past, and move into an era where the citizenry is in charge of where their tax dollars go.
It’s arrogant to believe that a person or even a group of elected officials, can make choices that will satisfy everyone in the electorate.
It is believable that a person who is a member of the electorate can make choices to satisfy themselves.
There would have to be a transitonary period,
where both the old institutions are supported
and the citizenry are given their money directly.
it can start as a tax option in a region and then grow incrementally in scale.
obviously poverty induced crime would vanish,
and schools, healthcare, security forces would diversify.
As citizenry demands are diverse.
We live in a multi-ethnic land of diversity,
let our policies reflect it.

remember playing dead might be a good idea.
some predators are in it for the chase.
depends on quantity of alternative distractions.
